A sweeping Russia sanctions package negotiated by the late Sen. Lindsey Graham has passed in the Senate — with his sister delivering the final word.
Sen. Darline Graham, who was appointed to fill her brother’s Senate seat after his passing, presided over the chamber and read the final 86-11 vote approving the legislation.
The bipartisan bill was the culmination of a year-long effort led by Lindsey Graham to ramp up economic pressure on Moscow. It will penalize countries that continue buying Russian oil, gas and other exports, targeting revenue helping fuel Vladimir Putin’s war in Ukraine.
The vote came after Ukrainian President Volodymyr Zelenskyy visited Capitol Hill for Graham’s funeral and a brief meeting with President Trump.
